I can't set up Wero because my phone number has already been used.

You cannot add the same phone number to more than one bank account at a time in Wero. If you want to add a number to your account that is already in use with another account, first remove it from the other account before adding it to your preferred account.
 
To remove your number from an account in the Wero app, open the Wero app, go to Accounts, select the account and change/delete the phone number connected to that account. You can also reach out to Wero support via the chat in the Settings to delete your phone number.
 
If you suspect that someone else has linked your number to their account, please reach out to our customer support team.
